Yes it is , the poe ports are automatically dectected the devices, if you use poe devices, it will supply the power, if non devices, there will be no power , just network transmit. if you don't use poe function, it will work like normal switch. The description says rack mountable. Does it come with rack mount ears? It does not support single installation in a rack, but any two of the three PoE switches of NICGIGA GS0410P, GS0800P, and FS0820GP can be installed side by side on a 19-inch rack using the rack mounting ear combination included in the package. Does it support 24V passive PoE? NO. It is a standard PoE switch supporting 48V PoE devices. Non-standard 24V passive PoE is not supported.
